At all relevant times, The Wildlands Conservatory DBA: Wind Wolves Preserve, (Employer) was a charitable conservancy organization, dedicated to preservation of the beauty and biodiversity of the earth, and to funding nature programs for children. On October 16, 2003, the Division of Occupational Safety and Health (Division) opened an accident investigation of Employer. On April 16, 2004, the Division cited Employer for the following alleged violation of the California Code of Regulations¹.
