On September 22, 2009, the federal EPA issued its final rule on the mandatory reporting of greenhouse gases (GHG).

The largest emitters, who roughly contribute 85 percent of the total U.S. GHG emissions, need to start collecting data January 1, 2010 for final reporting to the EPA by March 31, 2011. This new rule will affect roughly 10,000 facilities in the U.S.

Failure to report, or incorrect reporting, may result in criminal penalties, injunctions, and civil and administrative penalties of up to $37,500 per day per violation.

Pablo Päster is the senior environmental program manager at Hara Software in Redwood City. He is an experienced greenhouse gas expert specializing in corporate greenhouse gas accounting, supply chain greenhouse gas analysis, and carbon-neutral products.

His clients have included Clif Bar, Red Bull, Hamilton Beech, BrightSource Energy, Adobe, and Nestle Waters NA. Päster was a principal at ClimateCHECK and a founding member of the Sustainable Solutions Group at URS, the world's largest engineering design firm, and worked with Hunter Lovins at Natural Capitalism Solutions.

Päster has a BS in Manufacturing Engineering from Cal Poly and an MBA in Sustainable Management from the Presidio School of Management and was in intern at the Wuppertal Institute for Climate, Energy, and the Environment. Päster also writes a popular column about environmental issues on TreeHugger.com and has been published in, cited in, and interviewed by The New York Times, National Public Radio, National Geographic, and CNN.com.
