The purpose was to target enforcement and inspections at U.S. facilities to prevent future disasters. Since that time, OSHA has promulgated additional NEP regulations for specific hazards or industries; these apply to the 29 states and 2 territories under OSHA's jurisdiction. State-plan states had the option of voluntary participation. But all of that is changing. Starting with the Primary Metals Manufacturing NEP issued in May 2010, state plans were now required to adopt and implement these programs.
