Owens-Illinois Glass Container, Inc., of Oakland manufactures glass bottles. After a Cal/OSHA inspection triggered by an employee complaint, the facility was cited for violating the guarding requirements for hot pipes and hot surfaces found in General Industry Safety Orders Section 3308 because the areas around its bottle manufacturing machinery were not guarded. Workers were exposed not only to the hazards of moving machinery but also to the risk of burns.
